"Unfortunately, the female remains have been subject to a state of decomposition," Superintendent Linda Bradbury told Nine's Today on Monday morning. "We're conducting a number of enquiries to assist us in locating the identification of the female and also how she ended up in that location. We are relying a lot on forensic evidence."
Bradbury said the grim discovery was made by chance, when two men travelling through the area on a weekend drive stopped for a break and came across the suitcase.
"They were able to tell us how they come across it," she added. "Unfortunately they were on a weekend drive as a lot of people do over the weekend and stopped for a break. (It was) quite a shocking discovery for them, absolutely."
Police established a crime scene at the location and seized the suitcase so it could undergo forensic examination as detectives began piecing together how the woman came to be there. Authorities have not disclosed how long the suitcase and remains may have been at the roadside location before they were found.

Police have set up Strike Force Bryton to lead the inquiry into the discovery, drawing on assistance from the homicide squad, according to the Canberra Times.
