Luton Airport expansion clears final legal hurdle

Plans to expand London Luton Airport have cleared their final legal hurdle after the Supreme Court refused permission to appeal. The project could raise annual passenger numbers to 32 million by 2043.

Plans to expand London Luton Airport have received official approval after final legal proceedings concluded. The airport’s proposals to almost double annual passenger numbers to 32 million by 2043 were first approved by the government in April 2025.

Campaign group Luton and District Association for the Control of Aircraft Noise, external (LADACAN) lost its challenge against that decision in the High Court that December. On 31 July, the Supreme Court declined to grant campaigners final permission to appeal, concluding proceedings over the proposals.

What does the expansion include?

The expansion plans involve building a new terminal, expanding the existing terminal and adding new taxiways.

How many jobs could the project create?

Luton Rising, the Luton Council company that owns the airport, said its plans would create 11,000 new jobs, with 4,400 of those in the town itself.

Paul Kehoe, chair of the firm, described clearing the legal process as a

"landmark moment"

. He said:

"We are very pleased to now have the certainty we have been working towards.

"As a community-owned organisation, every passenger travelling through our airport means more investment in local people and services."

What are campaigners saying?

Andrew Lambourne, of LADACAN, said:

"Thousands of residents in Luton and surrounding communities will face the noise, air quality, congestion and climate consequences if the near-doubling the airport's capacity goes ahead.

"The legal process is over. The scrutiny of the operation is not, and LADACAN will continue that."

What is the government’s position?

A Department for Transport spokesperson said:

"We remain committed to improving sustainability in aviation, with any expansion project - including Luton - required to meet strict conditions on air quality, carbon emissions and noise.

"Airport expansion will unlock investment and jobs, more choice for holidaymakers and create stronger global links for trade and business - all backed by £219m for green fuel to cut emissions from flying."
