Surrey County Council has launched its annual Warm Welcome initiative for the autumn and winter months, opening more than 100 community venues and libraries across the county to provide free hot drinks and social connection until 31 March 2027.

According to BBC News, the scheme aims to address the growing challenge of keeping warm at home during the colder months. Participating venues are displayed on a map available on Surrey County Council's website, allowing residents to find their nearest location.

Mark Nuti, cabinet member for health, wellbeing and public health, emphasised the importance of the initiative.

Keeping warm at home has become a challenge
he stated, adding that
no-one should have to feel isolated and cold in their own home

What services do the venues provide?

Each participating location offers tailored support while maintaining a consistent focus on community care.

Each space may offer something slightly different but they are all united by a shared commitment to providing warmth, kindness, connections and of course, a cup of tea
, Nuti explained. Beyond refreshments, the venues provide energy advice and assistance in accessing additional support services for those in need.

How is the scheme funded and supported?

The Warm Welcome programme, which has operated since 2022, receives backing from the Crisis and Resilience Fund, a government-funded initiative designed to help people on low incomes. This funding mechanism ensures the scheme can continue delivering support to vulnerable residents throughout the winter period.

The launch of this year's Warm Welcome builds on Surrey's broader commitment to supporting residents facing financial hardship. Tandridge District Council previously allocated £150,000 for a winter support scheme targeting vulnerable households, with particular focus on families with children, pensioners, disabled residents and those at risk of hardship. Additionally, Woking Community Grocery has opened in Surrey to provide low-cost groceries and support families navigating cost-of-living challenges with dignity.
