A report led by Senator Elizabeth Warren asserts that reductions in funding and staffing at the Social Security Administration (SSA) have resulted in significant "customer service chaos" affecting millions of older Americans and individuals with disabilities who depend on the agency's services.

The investigation revealed that phone wait times were over ten times longer than the durations reported on the SSA's official website, with many calls going unanswered.

These extended wait times followed layoffs implemented during the Trump administration, which the report describes as causing severe service reductions for beneficiaries.

“The results of these cuts have been catastrophic – driving up wait times for phone services and in-person field office appointments,” the report stated. “Some rural field offices have reportedly been left with such limited capacity that [they] are effectively closed – unable to carry out the in-person services millions of older Americans and people with disabilities rely on.”

Social Security War Room and Legislative Efforts

The report provides updates from the first year of the "Social Security War Room," an initiative established to counteract efforts by the Trump administration perceived as undermining Social Security. Senator Warren formed the group alongside other members of the Senate Finance Committee, including ranking member Ron Wyden, Mark Kelly, and Raphael Warnock.

Fact-Checking Claims by Elon Musk

The senators addressed assertions made by billionaire Elon Musk, who, as head of Doge, claimed there was fraud, waste, and abuse within the Social Security Administration.

Musk alleged that deceased individuals and undocumented immigrants were receiving Social Security benefits, labeling the system a "ponzi scheme." Doge reported last year that 40% of calls to the SSA to change direct deposit information were fraudulent. However, data from the SSA indicated that only two cases of fraud were identified out of 110,000 new claims submitted via phone.

“Since Day One, Donald Trump’s attacks on Social Security have made it harder for Americans to get their benefits,” said Senator Elizabeth Warren in a statement on the report. “We launched our Social Security War Room a year ago to fight back and stop Trump’s damage, and that’s exactly what we’ve done.”

Concerns Over Data Misuse and Agency Leadership

The report criticized the SSA's leadership for allegedly disseminating misleading data and claims, mismanaging staffing shortages, and proposing service cuts. It also noted that rather than addressing the customer service crisis, "Doge was busy pilfering SSA beneficiaries’ sensitive and personal information," referencing ongoing investigations by members of Congress and an internal government watchdog concerning allegations of staff misuse of sensitive social security data.

In October, President Trump appointed investment banker Frank Bisignano as head of the SSA. Bisignano reportedly admitted during a town hall that he had to research the position online when offered the role.

Bisignano had planned to limit disability benefits and raise the retirement age for eligibility last fall, but withdrew the proposal after substantial public backlash.

“Commissioner Bisignano’s disastrous leadership continues to put Americans’ benefits at risk,” the report concluded. “He is haphazardly shifting employees and limiting field office services to cover over the administration’s catastrophic staff cuts and has indicated SSA is considering alarming solutions to address the insolvency of Social Security – including raising the retirement age.”

Responses from the Social Security Administration and White House

A spokesperson for the SSA disputed Senator Warren’s allegations regarding service cuts, citing an internal review.

“The baseless claims made by Senator Warren and perpetuated through her so-called ‘War Room’ only serve the purpose of scaring America’s seniors and most vulnerable who rely on Social Security,” they stated. “Senator Warren refuses to acknowledge the significant customer service improvements occurring at SSA under Commissioner Bisignano’s leadership.”

Liz Huston, a White House spokesperson, asserted in an email,

“President Trump has fought and delivered for America’s seniors more than any of his predecessors.”

While not directly addressing Warren’s allegations of misinformation and SSA cuts, the White House highlighted legislation related to Social Security benefits.

“President Trump will always protect and strengthen Social Security, which is why he signed historic legislation removing taxes on Social Security benefits for nearly all beneficiaries. While President Trump fought to put more money back in seniors’ pockets with historic tax relief, radical Democrat Elizabeth Warren voted to block these crucial tax cuts.”
