Two individuals have been arrested on suspicion of child neglect following reports of health and safety violations at Greenfields Nursery in Blackwood, Caerphilly. According to BBC News, a 49-year-old man from Cardiff and a 29-year-old woman from the Caerphilly area were released on conditional bail as enquiries continue. The nursery, located on Bridge Street, has since closed following the intervention of regulatory authorities.

This story was first reported by BBC News.

Care Inspectorate Wales (CIW) suspended the nursery's registration on 20 October to protect children's safety while investigations proceeded. The care provider subsequently instructed CIW to cancel the facility's registration entirely. Detective Inspector Gavin Wilkes of Gwent Police stated that

"We understand that allegations of this nature are upsetting and working with partner agencies, we are conducting a thorough investigation."

The closure came after Caerphilly council raised concerns about conditions at the facility. Wales Online reported that a former employee alleged rats were discovered in children's play trays and droppings were found in a child's cot. The nursery's owner characterised the closure as voluntary and denied that staffing decisions were connected to whistleblowing allegations.

Police indicated they would conduct further enquiries at the premises, with residents warned to expect increased police activity in the area. Nation.Cymru reported that the two arrested individuals remained in custody when the update was issued on Thursday evening.

What does CIW say about the closure?

The independent regulator emphasised that children's safety and wellbeing remained its priority. In a statement, CIW said:

"CIW understands this may be concerning for parents and carers and would like to reassure them that children's safety and wellbeing remain our priority. Parents and carers looking for alternative childcare should contact their local family information service."

What regulatory history does the nursery have?

The Food Standards Agency records show that Greenfields Nursery underwent a food-hygiene inspection on 25 February 2026, according to the agency's published ratings database. The facility's closure marks a significant intervention by Welsh regulatory authorities into its operations.

What is the police investigation status?

Gwent Police cautioned the public against speculation on social media while the investigation remains active. The force urged anyone with information to contact them on 101, quoting log reference 2600359497, or to provide information anonymously to Crimestoppers.
