Ofsted Issues Safeguarding Compliance Notice to Bright Horizons Nursery Chain

Ofsted has issued a compliance notice to Bright Horizons, citing significant safeguarding weaknesses across its 247 nurseries. The chain must improve leadership and safeguarding practices by 1 August amid ongoing investigations following a serious incident.

Ofsted Issues Compliance Notice to Bright Horizons

Bright Horizons, one of the largest nursery chains in the UK operating 247 nurseries across England, has been served a compliance notice by Ofsted, the education regulator. The notice follows inspections conducted between October 2025 and June, which revealed "significant weaknesses in organisational safeguarding leadership, governance, oversight and practice."

The regulatory scrutiny was initiated after "concerns following a serious safeguarding incident" in September of the previous year. Ofsted issued the compliance notice on Monday and stated it will "monitor their progress closely." Bright Horizons has been given until 1 August to address the issues identified. The company expressed disappointment but affirmed it is "taking the matter extremely seriously."

Inspection Findings and Breaches

According to the Ofsted report, the majority of Bright Horizons settings "continue to meet requirements," but the provider "has not demonstrated that it can ensure safeguarding is consistently effective across its provision." During the review period, Ofsted conducted 172 inspections, site visits, and direct engagements with senior staff, uncovering breaches in 75 settings.

One nursery in north-west London, where Vincent Chan was employed, has since closed. Chan was convicted of 56 sexual offences, including child abuse. This nursery closed in May 2025. Some parents of children who attended that nursery are pursuing a judicial review regarding the matter.

Requirements Set by Ofsted

Ofsted has outlined specific requirements that Bright Horizons must meet by 1 August:

  • Senior leaders must be fully familiar with, and able to effectively apply, safeguarding policies, procedures, and arrangements within their oversight role.
  • Safeguarding policies, procedures, and arrangements must be consistently and effectively implemented.
  • Concerns must be consistently identified, recorded, escalated, and responded to appropriately, and procedures to manage allegations against staff must be consistently followed.

Ofsted has the authority to refuse, cancel, or impose conditions on nursery registrations if providers do not comply with safeguarding requirements.

Sir Martyn Oliver, His Majesty's Chief Inspector, commented on the situation:

"The outcome summary we've published today sets out clearly what the Bright Horizons group must do, and by when.
My message to parents is to read your nursery's latest inspection report or update on the Ofsted website. The majority of Bright Horizons nurseries are meeting requirements.
We have already published reports and updates on all of the nurseries that we visited – today's action is about identifying improvements that need to happen at a management level within the Bright Horizons group."

Bright Horizons issued a statement emphasizing their commitment to child safety:

"The safety and well being of the children in our care is always our first priority.
On those rare occasions when our practice falls short of the standards we and our families rightly expect, we recognise that this is not acceptable and we act quickly and decisively to address the concerns identified.
We continue to focus on consistently embedding our strong safeguarding culture across all our nurseries."

Additional Regulatory Measures

In a separate announcement on Monday, Ofsted stated it will conduct an additional 3,000 unannounced nursery inspections annually in England starting from September.
