Edinburgh Bans Mobile Phones in All Secondary Schools from August

Mobile Phone Ban in Edinburgh Secondary Schools

Starting from August, all state secondary schools in Edinburgh will implement a ban on mobile phones during the entire school day. Pupils will be required to place their devices in magnetically sealed pouches for the duration of the school day, including breaks and lunchtime.

A consultation conducted on this matter revealed that 75% of parents and staff supported the ban, although the majority of pupils expressed a preference to retain access to their phones during breaks. Despite this, Edinburgh city councillors determined that a comprehensive ban throughout the school day would be the most effective approach.

Policy Details and Exemptions

Senior leadership teams at schools will have discretion over whether pupils in S5 and S6 (senior secondary years) may access their devices during breaks, lunchtime, and independent study periods. For primary school pupils, mobile phones must be stored in lockers throughout the school day.

The policy also extends to smartwatches in both primary and secondary schools. An exemption policy will be established to accommodate pupils who require access to their phones during the day for health or other legitimate reasons.

Objectives and Government Guidance

Edinburgh councillors stated that the mobile phone ban aims to enhance pupils' concentration, behaviour, and overall wellbeing. The Scottish Government has issued guidance permitting head teachers to introduce phone bans in schools starting in 2024. This follows a 2022 study indicating that approximately one-third of pupils in Scottish classrooms reported being distracted by mobile devices.

Funding and Pilot Programs

In February, the council approved £400,000 in funding to support restrictions on mobile phones and other devices that may be implemented. Lockable pouches have been trialled at Portobello and Queensferry high schools during the past school year, marking the first schools in Scotland to adopt this measure.

A report presented to the council described the pilot as "broadly successful" with positive impacts observed so far.

Scottish Government Actions and Future Plans

Last week, the Scottish Government encouraged schools to take action ahead of forthcoming legislation aimed at restricting phone use in classrooms. Education Secretary Màiri McAllan announced that a consultation on phone-free classrooms will be launched soon.

"There will also be new national guidance published by the end of the month to support schools in tackling the 'spectrum of harm' linked to mobile phone use," McAllan said.

She highlighted the increased risks associated with smartphone use among adolescents, including depression, anxiety, poor sleep, and overall poor health.

"A public health approach means being clear about the harms and taking a holistic approach to addressing these," McAllan told MSPs.

Additionally, McAllan stated that ministers intend to advocate for the UK government to ban social media access for individuals under 16 years of age.
