Scottish Secretary’s Meeting with Mandelson’s Firm Undisclosed for 18 Months

Undeclared Meeting Between Scottish Secretary and Mandelson's Lobbying Firm

Scottish Secretary Douglas Alexander met with Peter Mandelson's lobbying firm to discuss policy matters within weeks of his ministerial appointment, but this meeting was not publicly declared until a year and a half later.

The UK government released over 1,000 pages of documents on Monday related to Lord Mandelson's appointment as the UK's ambassador to the United States. These documents include communications between Lord Mandelson and various ministers, featuring exchanges of advice, updates, and critiques of the No10 operation, Labour MPs, and the prime minister.

Among the released files are records confirming that Alexander's meeting with Global Counsel during the summer of 2024 was only added to the public transparency logs earlier this year.

The published messages reveal that shortly after Alexander was appointed trade minister on 6 July 2024, Mandelson arranged an introduction to one of his colleagues. On 22 July, Alexander wrote to Mandelson:

"Thanks for the time yesterday. Send me [redacted] contact details when you can and I'll reach out to him."

That same day, Mandelson sent an email introducing Alexander to a representative from Global Counsel.

A week later, on 31 July, Alexander informed Mandelson that he had a meeting scheduled that afternoon with the unnamed individual for a "proper teach-in session." Mandelson followed up on 2 August, asking how the meeting had gone.

Alexander responded: "It was the single most enlightening conversation I've had in the last month on trade so I see why you hold him in such high regard."

This meeting with Global Counsel, conducted via an online call, was Alexander's first recorded engagement with any external organization as trade minister.

Global Counsel was co-founded by Mandelson in 2010. Although he resigned from its board in 2024, he retained ownership of shares in the company.

The firm collapsed earlier this year after losing contracts following revelations about Mandelson's association with the paedophile financier Jeffrey Epstein, resulting in millions of pounds owed to employees and tax liabilities.

Global Counsel's previous clients included major entities such as GSK, Shell, JPMorgan, OpenAI, and the English Premier League.

Transparency Issues and Legal Requirements

UK law mandates that ministers report meetings with lobbyists every three months. However, the anti-corruption campaign group Transparency International UK provided evidence to the BBC indicating that the public record was only updated to include Alexander's meeting on 25 March 2026, following a parliamentary order to publish Mandelson's contacts with ministers on 4 February 2026.

A note on the UK government website states that the log "has been updated to reflect a meeting which was previously omitted in error." It is understood that the meeting was attended by civil servants and formally minuted.

Juliet Swann, nations and regions programme manager at Transparency International UK, commented:

"Declarations of government meetings are the only light shone on the lobbying of ministers at Westminster so to fail to record meetings with influential lobbyists undermines the principle of transparency.
"The lesson from this saga should be that open government in the first place serves the public better than belated dumps of data long after the event."

Ongoing Contact Between Alexander and Mandelson

The messages published on Monday confirm regular communication between Alexander and Mandelson. Shortly after the 2024 general election, Alexander appears to credit Lord Mandelson for his return to parliament as MP for Lothian East, referencing support over several years.

Alexander and the Department for Business and Trade have been approached for comment regarding these disclosures.
