Police Conduct Under Review After Fatal Explosion in Bristol

The Independent Office for Police Conduct is investigating Avon and Somerset Police's involvement with Jo Shaw and Ryan Kelly before their deaths in a fatal explosion in Bristol on 3 May.

Investigation into Police Contact Before Fatal Explosion

Police interactions with a mother and her former partner in the years preceding her death in an explosion are set to be examined by a police oversight body.

Jo Shaw, aged 35, sustained fatal injuries in a blast at a residence in Bristol after her ex-partner Ryan Kelly, 41, forcibly entered a property on Sterncourt Road, Frenchay, carrying an explosive device.

The Independent Office for Police Conduct (IOPC) reported that Avon and Somerset Police last engaged with Shaw four days prior to her death.

The police force had a "significant history" of involvement with Kelly, who also died in the explosion, before the incident. This history included allegations of stalking, harassment, and assault, according to the watchdog.

Details of the Investigation

The investigation follows a mandatory referral made by Avon and Somerset Police to the IOPC after the deaths of both individuals in the explosion on 3 May.

The watchdog indicated it will examine the measures taken by the police to protect Shaw between May 2021 and May 2026.

Areas under review will include resource allocation, risk assessments, and any potential missed opportunities that may have contributed to the deaths of Shaw and Kelly, the IOPC stated.

IOPC director Derrick Campbell commented on the investigation, stating:

"We are independent of the police and it is important that we carry out a thorough investigation, to fully establish the circumstances of what happened prior to the tragic events of 3 May."

He added that the watchdog is currently reviewing extensive documentation related to allegations made against Kelly regarding his behaviour.

Police Response and Family Statements

A spokesperson for Avon and Somerset Police confirmed the mandatory referral to the IOPC was made "due to previous domestic incidents having been reported to us."

The police force has classified Shaw's death as a homicide and stated that they are not seeking any additional suspects in connection with her death.

"We have recorded Ms Shaw's death as a homicide. As previously stated, we are not looking for anyone else in connection with her death.
Our thoughts remain with her family, and we will continue to cooperate fully with the IOPC's enquiries," the force said in a statement.

Following her passing, Shaw's family described her as a "devoted and loving mother" with the "biggest heart."
