Appeal Refused for Former Paddleboard Firm Owner

A former paddleboard company owner has been denied permission to appeal her sentence related to the deaths of four individuals on a river in south west Wales.

Paul O'Dwyer, Andrea Powell, Morgan Rogers, and Nicola Wheatley tragically lost their lives after paddleboarding in "extremely hazardous conditions" on the Western Cleddau river in Haverfordwest, Pembrokeshire, in October 2021.

Nerys Bethan Lloyd, 39, a former police officer from Port Talbot, admitted to gross negligence manslaughter in March 2025 and received a prison sentence of 10 years and six months.

Appeal Court Decision

Three judges from the Appeal Court dismissed submissions made by David Elias KC, who argued that the sentence was "manifestly excessive."

Lady Justice May told the court they found the trial judge's approach to have been proportionate given the number of victims.
