Devon is preparing for a major council shake-up, with four new authorities set to take responsibility for services including leisure centres, planning and recycling. The changes are due to begin in 2028.
The plan is expected to cost about £70m, while those behind it say it will save £400m over 10 years. Critics, however, say that is unlikely, and residents will have to wait to see what the impact on their council tax bills will be.
