Reform UK Proposes Increased Fines for Fly-Tipping
Reform UK has proposed that fly-tippers should face higher on-the-spot fines as part of efforts to address the growing issue of littering and illegal waste dumping.
Richard Tice, deputy leader of Reform UK, described the prevalence of litter in public spaces such as streets, parks, and countryside as indicative of a "broken Britain."
"We all want to be environmentally-friendly, but there's nothing friendly about littering, about fly-tipping.
It's a national embarrassment, it's a national disgrace and it's not the sign of a healthy nation. It is a sign of a nation that is ill at ease with itself, that has given up caring and it's, frankly, simply unacceptable."
Tice advocated for raising the upper limit for fixed penalty notices (FPNs) from £1,000 to £5,000. Additionally, Reform UK has called for the establishment of an annual "national action day" aimed at "rekindling civic pride," alongside enhanced measures to address littering associated with fast food outlets.

Government's Waste Crime Action Plan and Current Penalties
In March, the government released its Waste Crime Action Plan, which includes a series of proposals to combat fly-tipping in England.
Currently, fixed penalty notices of up to £1,000 can be issued for fly-tipping offenses in England. More severe penalties, including higher fines and imprisonment, are available for offenders convicted in court.
Regarding fixed penalty notices, Tice stated:
"We need to change this, we need to say no, that should be £5,000."
He further proposed that individuals committing a second fly-tipping offense within 36 months should face permanent seizure of their vehicles.
Tice also recommended the introduction of a new aggravated offense category for commercial, large-scale fly-tipping, suggesting a mandatory minimum fine of £20,000 and vehicle forfeiture upon conviction.
Fly-Tipping Statistics and National Action Day
Government statistics indicate that the number of fly-tipping incidents addressed by local councils in England rose by 9% to 1.26 million in 2024/25. The data also showed that 69,000 fixed penalty notices were issued, up from 63,000 in 2023/24. The number of vehicles seized, totaling 139, remained consistent with the previous year.
Regarding the proposed "national action day," Tice announced that the inaugural event will take place on 4 July. He encouraged elected officials from Reform UK and other parties to participate.
Addressing Litter from Fast Food Outlets
Tice emphasized that fast food outlets should face the risk of losing their operating licenses if they are repeatedly responsible for litter accumulation around their premises and surrounding areas.
In August 2022, the then-Conservative government updated guidance to assist local authorities in managing litter associated with hot food takeaways. This guidance clarified the powers available to councils in England to impose stricter litter regulations when evaluating planning applications.
Harsher Penalties and Proposals from Other Parties
Reform UK's policy proposals follow similar initiatives from other political parties.
The Liberal Democrats have suggested offering cash rewards of up to £5,000 for tip-offs that lead to successful prosecutions of illegal waste dumping. They also propose increasing fines for fly-tippers, with a minimum penalty of £2,500.
The Conservative Party has advocated for tougher penalties against fly-tippers, including the possibility of offenders receiving points on their driving licenses—a measure Labour ministers have indicated they are considering.
The Green Party of England and Wales has expressed a desire to make waste disposal more accessible to the public.
The Labour government recently proposed granting councils new powers to compel fly-tippers to clean up the waste they have dumped. Additionally, it aims to provide the Environment Agency with police-style powers to investigate major waste sites.
