Plaid Cymru Leader Highlights Election Choice

Plaid Cymru's leader, Rhun ap Iorwerth, is set to present the upcoming Welsh election as a contest between his party and Nigel Farage's Reform party during his address at the party conference on Friday.

Speaking to party members in Newport, ap Iorwerth will emphasize that the election represents a choice between "tolerance or division" and "culture or ignorance."

He is expected to criticize Reform for having "zero loyalty to Wales," warning that the party could oppose Wales' parliament in Cardiff Bay "on a whim."

Context and Polling

Recent opinion polls indicate that Plaid Cymru is competing closely with Reform for first place in the Senedd election scheduled for 7 May. Labour has maintained governance since the establishment of the National Assembly for Wales, the Senedd's predecessor, 27 years ago.

Although Plaid Cymru supports Welsh independence, it has never secured a Wales-wide election victory and has previously backed Labour-led Welsh governments.

Ap Iorwerth's Conference Speech

Plaid Cymru announced that ap Iorwerth will address the conference on Friday afternoon, stating:

"The election in May will be a choice between two contrasting futures.
"Tolerance or division. Progress or decay. Defiance or deference. Culture or ignorance. Humanity or indifference. Plaid or Reform.
"A Reform government full of ex-Tories would set our country back decades.
"They say they accept devolution, for now. But they'd turn against it on a whim. We all know they have zero loyalty to Wales and our nationhood."

He will further assert that Reform would exploit the Senedd as an "electoral springboard" characterized by "no accountability, no seriousness" and "no policies."

Party Plans and Vision

Plaid Cymru is expected to reveal its plan for the first 100 days in government on Saturday morning.

Ap Iorwerth claims the party intends to "do politics differently," aiming to be recognized as a team that "runs a better government, or quite simply got the basics right." He promises an approach that is "open, transparent and digitally driven."

He will describe Plaid as offering "hope that can overcome people's fears of other political forces leading Wales down a dark path."

Shift in Party Focus

Since assuming leadership in 2023, ap Iorwerth has shifted Plaid Cymru's emphasis away from independence as a central issue, positioning the party as a pragmatic government in waiting.

The Ynys Môn MS has stated that the Senedd election is not about Wales' position within the United Kingdom and has abandoned a 2021 pledge to hold an independence referendum. Additionally, he recently withdrew a policy aiming for net zero carbon emissions by 2035.

Electoral Prospects and System Changes

Plaid Cymru hopes to secure enough seats to form a minority government, which would allow it to govern alone but still require support from other politicians to pass legislation in the Senedd.

No party has ever won a majority of seats in the Senedd. The introduction of a new proportional voting system is expected to make achieving a majority more challenging.

Under the new system, politicians will be elected in large constituencies of six MSs each, with seat allocation determined by a formula reflecting voter preferences. A total of 96 politicians will be elected, an increase from the current 60 MSs.

This system aims to provide voters with more choice compared to the previous arrangement, where 40 of the 60 seats were elected through a first-past-the-post system.
