Auditor General Criticizes Northern Regional College Financial Statements

The Auditor General for Northern Ireland, Dorinnia Carville, has issued a critical assessment of the annual accounts of Northern Regional College, highlighting significant deficiencies in the financial reporting process.

In an uncommon move, the Auditor General issued a "disclaimed opinion" on the college’s 2023 financial statements. This type of opinion indicates that the auditor was unable to obtain sufficient appropriate evidence to provide a basis for an audit opinion on the financial statements.

The college’s 2023 accounts were submitted 19 months after the normal reporting deadline and underwent 11 different iterations in an effort to rectify numerous errors identified during the audit process.

The college has stated its intention to enhance financial controls, improve internal processes, and strengthen oversight mechanisms to address the issues raised.

Audit Findings and Delays

Auditor General Dorinnia Carville reported that despite extensive efforts, her team was unable to obtain sufficient audit evidence for balances exceeding £11 million. She emphasized the extent of the challenges encountered during the audit.

"This audit was completed 19 months beyond the normal reporting deadline.
That was as a result of the delay by the college in producing financial statements, the poor quality of those financial statements and the extremely poor quality of available working papers to support the figures.
Urgent action is required by the college, its governing body and the Department for the Economy to address the weaknesses identified."

Specific Issues Identified

One notable issue involved an accounting entry indicating that the college was owed £5 million from the Department for the Economy as grant aid that had not been drawn down in a previous year. Upon inquiry, the department stated it was unaware of this liability and could not confirm the accuracy of the college’s estimate.

The severity of the financial reporting issues at Northern Regional College has contributed to the Department for the Economy receiving a disclaimed opinion on its own accounts for the second consecutive year.

College Response and Future Measures

In response to the audit findings, the college has committed to strengthening its financial controls, improving its processes, and enhancing oversight to prevent recurrence of such issues.
