US Reviews Troop Presence in Germany

President Donald Trump announced via social media that the United States is "studying and reviewing" the possibility of reducing the thousands of troops currently stationed in Germany. This announcement follows recent criticisms from German Chancellor Friedrich Merz regarding Trump's handling of the war in Iran, where Merz suggested that the US had been "humiliated" by Iranian negotiators.

In a social media post late on Wednesday, Trump stated that a decision regarding troop numbers would be made "over the next short period of time." Early on Thursday, he criticized Merz, suggesting the Chancellor should focus "more time on ending the war with Russia/Ukraine (Where he has been totally ineffective!)." The BBC has contacted the White House for comment on these developments.

US Military Presence in Germany

The United States maintains a significant military presence in Germany, with over 36,000 active duty troops assigned to bases across the country as of December last year. Despite the recent tensions, Merz did not address Trump's comments during a visit to German soldiers in northern Germany on Thursday. Instead, he emphasized the importance of the NATO defensive alliance and "transatlantic solidarity."

Merz's Criticism of US Strategy on Iran

Earlier in the week, Merz spoke to university students, expressing his view that "the Americans clearly have no strategy" and questioning "what strategic exit" they intended to pursue. He remarked on the Iranian negotiators' skill, stating:

"The Iranians are obviously very skilled at negotiating, or rather, very skilful at not negotiating, letting the Americans travel to Islamabad and then leave again without any result."

Merz further added that the "entire nation" was being "humiliated" by the Iranian leadership.

Trump's Response to Merz

In response, Trump posted on Truth Social the following day, accusing Merz of believing it was "OK for Iran to have a Nuclear Weapon" and asserting that he "doesn't know what he's talking about." He continued:

"No wonder Germany is doing so poorly, both Economically, and otherwise!"

On Thursday, Trump reiterated this theme, suggesting Merz should concentrate on "fixing his broken Country, especially Immigration and Energy, and less time interfering with those that are getting rid of the Iran Nuclear threat."

Background on Iran Nuclear Deal and US-Germany Relations

Germany, alongside the UK and France, was part of the 2015 agreement with Iran aimed at limiting its nuclear activities. However, Trump withdrew the US from the deal in 2018. When questioned about Trump's initial post during a press conference on Wednesday, Merz stated:

"The personal relationship between the American president and myself remains just as good as before."

Merz has not yet responded to Trump's suggestion regarding potential US troop reductions in Germany.

US Troop Deployment in Europe

The US military presence in Germany is the largest in Europe, with approximately 12,000 troops stationed in Italy and another 10,000 in the UK. Many US forces are based at the Ramstein air base near Kaiserslautern in southwestern Germany. Although Trump has proposed reducing US troops in Germany previously, such reductions have not been implemented.

In 2020, a proposal to relocate 12,000 US troops from Germany to other NATO countries or back to the US was blocked by Congress and later reversed by President Joe Biden. At that time, Trump criticized Germany for being "delinquent" due to its military spending falling short of NATO's target of 2% of GDP. However, under Merz's government, Germany's defense spending has increased significantly, with projections estimating €105.8 billion (£91 billion) by 2027 and total defense expenditure reaching 3.1% of GDP next year.

Following talks with Trump in Washington in March, Merz reported that Trump assured him the US would maintain its military presence in Germany, adding that he had not expected any alternative outcome.

Recent Developments and NATO Relations

While Merz has expressed concerns this week about the economic impact on Europe from the closure of the Strait of Hormuz, Trump has expressed frustration with NATO allies' responses to the war in Iran. Over the past two months, Trump has repeatedly threatened to withdraw from the 32-member NATO alliance, describing it as a "paper tiger" and a "one-way street."

Earlier in April, a leaked internal Pentagon email outlined potential measures for the US to penalize allies perceived as unsupportive of its campaign in Iran, including a suggestion to suspend Spain from NATO due to its stance. A NATO official informed the BBC that the alliance's founding treaty "does not foresee any provision for suspension of NATO membership, or expulsion."
