It Won't Be a Repeat of 2023

In January 2023, all households in Northern Ireland received a £600 cash payment intended to help with energy bills.

This payment was part of a UK government initiative responding to the sharp increases in oil, gas, and electricity prices following Russia's invasion of Ukraine in 2022.

The initial plan was to provide £400 to households using gas heating and £600 to those using oil heating. However, due to the complexity of this approach, a uniform payment of £600 was ultimately given to all households.

Additionally, the UK government subsidised gas and electricity suppliers to sell energy to consumers below cost price.

The National Audit Office estimated the total cost of these UK-wide support measures at £44 billion.

On Tuesday, Chancellor Reeves clarified that such broad, universal support would not be offered this time.

She stated that help would instead be limited to "those who need it most" if energy bills escalate further as a result of the US-Israel conflict involving Iran.

Help for Some with Heating Oil

The UK government has allocated just over £17 million to Stormont ministers to assist with heating oil costs.

If this funding were distributed evenly among the nearly 500,000 households using oil heating, it would amount to approximately £35 per household.

Ministers agree that this funding must be targeted to have a meaningful impact.

It is anticipated that assistance will focus on households receiving means-tested benefits such as Universal Credit and Pension Credit.

However, accurately identifying oil heating users remains challenging because, unlike gas and electricity, there is no central register of oil customers.

Estimates for potential support per household range from £95 to £185, but these figures are uncertain.

A Small Cut in Electricity Costs for Everyone

The Sinn Féin economy minister has announced that all households in Northern Ireland will receive a £30 reduction on their electricity bills in July.

This reduction is part of a UK government scheme announced prior to the current crisis.

The Democratic Unionist Party (DUP) had proposed that this funding be targeted, but the minister explained that targeting would not be feasible due to conditions imposed by the UK Treasury.

The Northern Ireland Executive is scheduled to discuss this matter on Thursday.
