Record High Asylum Appeal Backlog in the UK

The backlog of asylum appeals in the United Kingdom has reached a record high, nearly doubling in size within the span of a year, according to data released by the Ministry of Justice (MoJ) on Thursday.

At the end of 2025, there were 80,333 appeals awaiting hearings, a significant increase from 41,987 appeals recorded a year earlier. Correspondingly, the average waiting time for an asylum appeal extended to 63 weeks, up from 48 weeks in 2024.

Impact of Political Changes and Accommodation Challenges

This rise in appeals coincides with the Labour Party's first full year in government, raising concerns about the potential impact on a key manifesto commitment to restore order to the asylum system and eliminate the use of hotels for temporary accommodation.

Ministers have faced growing pressure to tackle the backlog as thousands of asylum seekers awaiting decisions are housed in temporary accommodations, including hotels. Home Office data indicates that 30,657 asylum seekers were residing in hotels at the end of December while their cases were pending.

Expert Warnings and Government Pledges

Experts have cautioned that the increasing number of appeals could hinder the government's pledge to end the use of asylum hotels by the conclusion of this Parliament in 2029.

It is important to note that a single asylum appeal may involve multiple individuals. The Refugee Council estimates that the 80,333 outstanding appeals correspond to over 100,000 people when family members are included.

Voices from the Refugee Sector

Imran Hussain, Director of Affairs at the Refugee Council, told the PA news agency:

"Delays are leaving many stuck in asylum accommodation for months on end, unable to work or rebuild their lives, at huge cost to the public purse."

Backlog Statistics and Asylum Claims

Statistics published at the end of the previous year revealed that, for the first time on record, the backlog of asylum appeals surpassed the backlog of cases awaiting an initial decision.

In the year leading up to December, 100,625 people claimed asylum in the UK. According to Home Office figures published in February, 41% of these arrivals were by small boats.
