Incident Details

A man was assaulted after adhering to a 20mph speed limit while driving to a hospital appointment, resulting in serious facial injuries and lasting anxiety about driving.

Christopher Lavis, 69, from Bridgend, sustained a fractured cheekbone, fractured eye socket, and broken nose when Christopher Shaw, from Bettws, punched him in the face.

"This was just hitting an innocent person for doing nothing more than driving at 20mph."

Shaw, aged 40, pleaded guilty to causing actual bodily harm on 30 July 2025.

Sequence of Events

Mr Lavis explained that he had left his home in Brynmenyn and was driving to the hospital for a heart X-ray around 08:30 BST when a van began following him closely.

"He was flashing his lights and beeping his horn at me, because I was doing 20mph,"

He added that the van remained behind him when he stopped at a junction near the Fox and Hounds pub in the village. At this point, the van's driver, Shaw, exited his vehicle.

Shaw approached Mr Lavis's car, opened the door, and after shouting and swearing, delivered a punch to Mr Lavis's face.

"One punch in the face, and then he turned around and went back to his van.
"I had blood streaming down my face and he just left the scene, there [was] no remorse, no seeing how I am or nothing, and then I proceeded on to the hospital for my angiogram."

Legal Outcome

Shaw was sentenced to a one-year jail term suspended for two years, ordered to pay £1,500 in compensation, and required to complete 50 hours of unpaid work.

Mr Lavis expressed disappointment with the sentence.

"The judge said because he was employing people as a roofer they didn't send him to jail."
"This was just hitting an innocent person for doing nothing more than driving at 20 mph."

He noted that Shaw has never apologized or shown remorse.

"He could have killed me. I'm nearly 70 years of age."

Impact on Victims

Elizabeth Lavis, Mr Lavis's wife, was present in the car during the attack and described their state of shock afterward.

"I'd never heard so many swear words in all my life. I couldn't believe it, you know, it was like things were happening in slow motion, and then the blood started flowing."

Mrs Lavis confronted Shaw after the incident.

"I said, 'what is your problem?' I said, 'you've hit my husband, it's just unbelievable'."

She reported that her husband has since developed increased anxiety and balance issues, and that both now dislike driving.

Context of Speed Limit

Since 2023, a 20mph speed limit has been the default on most urban roads in Wales.

"You know, it is hard to do 20mph, but that's the law and that's what you've got to do,"

Mrs Lavis commented on the frustration caused by drivers who become aggressive when others comply with the speed limit.

"It is frustrating and when somebody is right up your backside, either flashing or becoming angry because you're doing 20 mph - it's unnerving."

She added:

"We were trying to obey the law, and somebody broke it, by assaulting my husband."
