Joy Ballard, a former headteacher who altered school term dates to accommodate a personal cruise holiday, has been prohibited from teaching following a Teaching Regulation Agency (TRA) panel ruling. The panel found that Ballard engaged in unacceptable professional conduct that brought the teaching profession into disrepute.

In addition to changing term dates, Ballard was found to have used a school-funded vehicle for regular personal journeys, including a family holiday to France. The TRA panel concluded that these actions were dishonest and lacked integrity.

Ballard, who gained public recognition through her appearance on the documentary Educating Cardiff, has been banned from teaching in schools, sixth-form colleges, youth accommodation, and children's homes in England. However, she may apply for a review of the prohibition after two years.

In 2015, Ballard joined Ryde Academy on the Isle of Wight.

The panel found that during the 2023-24 academic year, Ballard altered school term dates to facilitate a personal cruise holiday, a decision described as "dishonest" by the panel. Furthermore, in 2022, she used school funds to purchase a Peugeot 5008 vehicle, which was justified as necessary to reduce taxi costs associated with transporting children to alternative provision on the Isle of Wight.

Ballard admitted to regularly using the vehicle for commuting and a personal trip to France in 2024. The hearing also revealed failures in following proper procedures for handling and banking school cash. Additionally, school funds were used to purchase camping equipment, a karaoke machine, and televisions, items later deemed to have limited benefit to the school.

The panel remarked on the potential impact on community trust, stating:

If parents and the community became aware of a headteacher using their position in this way, they would find this really concerning.

The Secretary of State’s decision to ban Ballard emphasized the seriousness of the misconduct, noting:

The findings of misconduct are serious as they include a headteacher behaving in a way which was dishonest and lacking in integrity.

Ballard’s Response and Career Highlights

During her oral evidence, Ballard acknowledged using the school car for personal reasons but stated she would not change her actions, saying:

I am not a rule follower, I like going against the grain to benefit the kids.

The panel also heard extensive evidence regarding Ballard’s achievements as an educator. Witnesses and character references described her as an "inspirational leader." She appeared in 's series Educating Cardiff while serving as headteacher at Willows High School in Cardiff, where she helped transform the school into one of Wales’ most improved institutions.

Ballard joined Ryde Academy on the Isle of Wight in 2015, and the panel acknowledged her significant contributions to education over a lengthy career. There was no criticism of her abilities as a classroom teacher or educational leader.

Despite these achievements, the TRA concluded that her career accomplishments were outweighed by findings of dishonesty and lack of integrity in her use of school resources, manipulation of school term dates, and financial procedures. This resulted in a teaching prohibition with a review period after two years.
