Dŵr Cymru has been ordered to pay £44.7 million following substantial failures.

Ofwat, the water industry regulator, found that Dŵr Cymru failed to adequately "operate, maintain, and upgrade" its wastewater assets to manage sewage and wastewater effectively.

These failures were described by Ofwat as "serious and unacceptable."

In response, Dŵr Cymru stated:

"We accept the findings of Ofwat's investigation and apologise for not meeting the expected standards for our customers and regulators."

'Breach of Legal Duty'

The company failed to establish sufficient processes and oversight by senior management and the board to ensure their assets performed adequately and complied with legal requirements, according to Ofwat.

Recognising these failures, Dŵr Cymru has agreed to take the necessary steps to address the identified issues.

The £44.7 million payment, scheduled between 2025 and 2030, must come from the company itself and not through increased customer bills, the regulator emphasized.

The investigation uncovered excessive storm overflow discharges into the environment.

Ofwat's Enforcement Director, Lynn Parker, said:

"Our investigation found serious and unacceptable breaches in how Dŵr Cymru operated and maintained their wastewater treatment works and sewer networks, leading to excessive storm overflow discharges into the environment.
"We now expect them to focus on rectifying these issues so customers can regain trust in their water company and the essential service they provide."

'Agreement on Remediation Package'

Responding, a spokesperson for Dŵr Cymru stated:

"We accept the findings of Ofwat's investigation and apologise for not meeting the standards expected by our customers and regulators.
"We have initiated a substantial transformation plan across the company, including within our wastewater services, focusing on improving performance, strengthening operational oversight, and accelerating investment to deliver better outcomes for rivers and coastal waters."

They added that they have "agreed on a remediation package of £44.7 million with Ofwat, which will direct funding towards environmental improvements and actions to reduce the impact of storm overflows."
