US Imposes Sanctions on Former DR Congo Leader Joseph Kabila

The United States has enacted comprehensive sanctions against Joseph Kabila, the former President of the Democratic Republic of Congo (DR Congo), accusing him of supporting the M23 rebel group.

Washington alleges that Kabila provided financial backing, encouraged defections from the Congolese army, and "sought to launch attacks" on the military from abroad.

The 54-year-old ex-president, who governed DR Congo for 18 years starting in 2001, has not responded to a BBC request for comment.

These sanctions are part of a broader US initiative to reinforce the peace agreement brokered last year between DR Congo and Rwanda, aimed at stabilizing the region. The US also accuses Rwanda of supporting the M23 and imposed sanctions on some of its military commanders in March.

Kigali denies any support for the rebels, despite substantial evidence, asserting that its military presence in the area is a defensive response to threats from armed groups in DR Congo against Rwanda's security.

Details of the Sanctions and Allegations

The US Treasury Department's statement announcing the sanctions on Kabila claims he intended to destabilize Kinshasa and promote an opposition candidate to regain political power.

Under these measures, all of Kabila's assets within the United States have been frozen. American citizens and companies are prohibited from engaging in business with him. Financial institutions and international partners have been cautioned against any indirect dealings with the former president, with violations subject to severe civil or criminal penalties.

The sanctions aim not only to penalize but also to induce behavioral change, demonstrating Washington's readiness to target former leaders accused of exacerbating conflict.

Context of Conflict in Eastern DR Congo

Eastern DR Congo has experienced prolonged conflict involving numerous armed groups. In early 2025, the M23 rebel group made significant territorial gains, seizing large portions of this mineral-rich region, including its largest cities.

The US indicated that the sanctions also support a regional economic agreement designed to "enhance transparency in critical minerals supply chains." Last December, the US and DR Congo agreed on a partnership to improve access to the region's extensive mineral reserves, including cobalt, coltan, and copper.

Kabila's Current Status and Legal Proceedings

Kabila's current location is unknown; however, a year ago, he appeared in Goma, a city controlled by the M23.

In September of the previous year, a Congolese military court sentenced him to death in absentia for war crimes and treason related to his alleged support of the M23. Kabila denied the charges but did not attend court to defend himself, describing the case as "arbitrary."
